Knowledge and the limits to institutional restructuring: the case of South African higher education

Abstract:
This paper is about the social institutions of higher education in South Africa. The author defines the term " restructuring " and explains how it correlates with " institutional mergers". Muller mentions South Africa's " new governance " and states that this is a policy driven concept which impacts heavily on Higher Education Institutions. Transformation policies, the author explains, face one of two directions: equity and access on the one hand, or innovation or economic development on the other. The focus of this paper is to examine the response of higher education institutions to this " double - edged" exhortation. The question " To what or whom should HEI's be responsive? " is posed and the author explains how HEI's arrive at their choice. The author concentrates mainly on the institution of knowledge by asking " How does the knowledge structure of a programme and the strength of its historical presence in a particular university affect the way it responds to the political theology of restructuring? ". The paper proceeds by looking at the degree in which universities have changed their curricula and the degree to which they have changed their research profiles. The author concludes by suggesting how universities could respond to exogenous pressures for restructuring.
