Abstract:
This paper seeks to examine the role environment scanning plays in human resource planning in public and private enterprises citing examples from five universities in Uganda.It examines the methods used to in scanning the environment and the factors which are external to an organization and yet affect the human resource planning policies and strategies. They include the labour markets, Government policies, financiers’ policies, competition, changing technologies, and other social-political factors.
