Abstract:
In this chapter, Badrawi posits that Egyptian higher education is in need of new policies that will facilitate its reformation. Firstly, he comments that the State's responsibilty for higher education should continue, but universities must enjoy greater autonomy and should be freed from government domination. Secondly, Egypt will need to increase student participation rates in the tertiary field, to prepare the manpower needed to develop the country. However, expansion of student rates should be carefully designed as this may result in the deterioration of higher education quality in existing institutions. Thirdly, the author suggests that quality in Egyptian higher education institutions needs to improve. This means improving and strengthening quality assurance and accreditation procedures that structure the system of higher education in the country. A detailed discussion on higher education and development as well as education commitments to institutional integrity ensues, without which, the author claims, the university will suffer a slow and inevitable decline.
