Abstract:
The paper outlines a process of higher education policy development during the period 1994 to 1998. It also examines aspects of the policy development process that focussed on eliminating the legacies of apartheid and those that are typical of countries committed to broadly based quality higher education. Special attention is paid to those aspects of higher education policy development that pose challenges, are suggestive for effective policy making and provide insights into the political realities of the transformation process.
