Science and technology human resource capacity building in Africa: the role of regional cooperation

In this paper, the author presents the results of a survey of the status quo of science and technology human resources capacity in higher education institutions in the African region. It has been established that the human resources capacity for scientific and technological research is minimal. Massaquoi posits that there is a need for a model of regional cooperation that will rapidly increase human resources potential in all areas of science and technology. The challenges and opportunities of regional cooperation are discussed. The performance of different models, each which could possibly increase the number of scientists in Africa, are analysed. The author provides an overview of the main issues surrounding human resources capacity building in science and technology, its challenges and opportunities and concludes that two models are required: one which is dedicated to the development of higher quality research and a model which will ensure human resource capacity building in higher education institutions.
