Equity in higher education

Abstract:

This paper examines South Africa’s efforts to create a racially equitable state education system since apartheid. It describes and evaluates the strategies that South African policy makers have taken in areas such as school financing, teacher allocation, governance, curriculum and the transformation of higher education.  This chapter begins with a brief history of the University College of Fort Hare.  The authors describe the role that this institution played during the South African apartheid era. The restructuring of this university posed a problem for the government, and policymakers at higher education level faced the challenge of what to do with Fort Hare and other historically black institutions whose academic and financial viability was in question.  Fiske and Ladd  examine the new government's responses to these issues, as they relate to the equitable treatment of historically disadvantaged students and institutions.  The authors conclude that the country has made remarkable progress toward equity in the sense of treating persons of all races equally, however, there still remains gaps in promoting equal access for all and equity in terms of the provision of quality education.
