An inquiry into the process of allocating funds from government as the major stakeholder to institutions of higher learning: towards understanding issues of funding method in systems of higher education in Sub-Saharan Africa

Abstract:
In November 2001, the Director of the International Centre for Higher Education Management (ICHEM) at the University of Bath, Richard Mawditt appointed the author of this report, Dr. Dominic Orr, to carry out a short project on methods and processes used for the allocation of public funding to higher education in sub-Saharan Africa. The work was supported by funding from an innovation fund, which the University of Bath had awarded ICHEM, in recognition of its contribution to the international standing of the university.  The project was for a duration of three months.  The project followed an eighteen-month programme, which the Director had undertaken for the Minister of Higher Education in the Republic of Namibia (which is mentioned later in this report). The Minister had requested formulae for his government to fund the higher education sector in Namibia together with an associated allocation process to the institutions.  In his final report Richard Mawditt had no difficulty in designing a method of institutional funding by formula, but was less confident on the methodology he proposed for government funding to the sector. The Minister readily agreed that the Namibian proposals could be further tested elsewhere, for example in sub-Saharan Africa and this project, to a large extent, has emerged from this.  ICHEM has close links with UNESCO, the British Council and the United Kingdom's Department for International Development (DFID) who have been directly and indirectly associated with this research and deserve our thanks.  This report presents the objectives, design and findings of the inquiry and is written in the hope that some of the findings will lead to further studies in this important area of development in the field of international higher education management. This report makes no claim to have found anything significant, revolutionary or profound, but will hopefully stimulate further research, comment and criticism.
